findings

and conclusions of the thesis:

In

Vietnam, "effective vocational

training" is

an unexplored and complicated concept; hence, financial solutions

to this

process

is

also

a kind of cruising

voyage

with limited

academic materials and figures availed to processes of referencing, summarizing and evaluating practical conditions. tndividually,

this limitation

also causes tons

of difficulties in my

research project, however, my constant effort and strong sLlpports from my respectable ttltors, lecturers of Public Finance Faculty

and

Post Graduate Education Faculty (Academy

of

Finance)

and

financial scientists

in

vocational

training were the key to

successful

completion of this thesis

and recommendation

of

some financial solutions

to

effective vocational

training

process

and

to

effective human resource capacity building process

in

Vietnam particularly. Some key findings should be summarized as follows:

First, the thesis has developed and figured out the role of vocational training towards economy and society development; contributed to the previoLts

literature in

attempt to clarify the views and the contents of proposed solutions to eff'ective vocationaltraining as well as determined the factors aifecting this process.

Second, the thesis has summarized the experience rn Financial solutions to effective vocational training in various countries and worked out the lessons for Vietnam.

Third,

based on practical survey, the thesis has an in-depth analysis and evaluation of financial solution to effective vocational training in Vietnam; it also pointed out the strengths, weaknesses and causes of past solutions to ef,fective vocational training process during the phase 2007 -201'4.

Fourth,

on the basis of focused

literature in

terms of financial solutions

to

effective vocational training process,

in

determination of available internatiottal practices and also real situation in Vietnam, the thesis has proposed orientation, goals of future effective vocational training from the views

of

the Communist Party and the Governnrent,

it

also forecast the potential financial demand for upcoming effective vocationaltrairting, the proposed six (06) financial solutions are stated as follows:

primary

bodies: the Government

will

public schools to meet the existed six [06) criteria

non-public schools

actively mobilize

their

financial resources

in attempt to satisfy the given criteria and be

recognized

effective training organizations.

Keep implementing investment packages

in

concentrated sectors: there has been a need to examine the concentrated professional training strategy and selected schools to be conform with economic and social development situation of the coming period,

it

is also a need

to

effectively implement investment packages to maximize benefits.

- Solution of renovattng allocation mechanism, annual estimate budget of constant expenses for vocational training

to

mechanism of bidding, outsourcing

or

assigning according to the output- base, a key ofsuccess is that the Government should approve the 0utsourcing Proposals

ofthe

vocational training schools to set the base for annual budget assignments.

the given

solutions inclusive of recommending

socio-political situations and public management

vocational

forecasting

professional

training

and effective vocational

training,

categorizing

the

gradtrated high school students; enhancing the monitoring and supervising processes in terms o[vocational training activities in general and of f,inancial matters based on the goals and outputs; corrtrolling and evaluating the training quality.
