On basis of the study, the author summarizes theories about mixing economics with national defense, national defense economic zone, the concept of national defense economic group, defining the role and responsibilities of national defense economic group and the relationship between national defense economic zone and national defense economic groups.
The thesis summarizes theories of investment capital, investment in capital construction in attempt to conclude the definition, characteristic, content and method to identify the investment in capital construction of the national defense economic groups. In addition, the thesis builds a theoretical system of controlling investment packages in capital construction including: definition, characteristic and content of controlling capital construction investment packages for national defense economic groups.
The thesis also defines the evaluative criteria and factors affecting management of investment packages in capital construction for the national defense economic groups.
5.2. Research recommendations
On basis of the research, the author summarizes and analyzes the management practice toward investment packages in capital construction of the national defense economic groups of the Northern of Vietnam, the author also identifies the limitations in management of these investment packages and then recommends 08 key solutions to enhancing and improving effectiveness of management process including: renovate planning program and improving management effectiveness in capital construction;
improve the making and appraisal of investment projects; improve estimation program, allocation of capital; enhance the controlling of expenses for investment projects; improve the distribution and settlement mechanism for capital construction; speed up finalizing the accomplished projects; improve the inspecting and monitoring to implement capital disbursement; enhance the training and capacity building processes for the managerial staffs in capital construction.
The thesis proposes some recommendations towards the State, Ministry of Defense and Military zones of the Northern of Vietnam. These recommendations have been considered the solutions to ensure feasible and consistent implementation of the capital construction investment packages.
