237 ORIENTATION TO DEVELOP CREDIT SERVICE FOR
VIET NAM COMMERCIAL BANKING SYSTEM TO 2020

SUMMARY
Since the early 1990s, participation in world economic organizations: Association of Southeast Asian Nations, Asia-Pacific Economic Cooperation Forum, The Asia-Europe Cooperation Forum and the World Trade Organization have brought many opportunities and challenges for Vietnam's economic development. In the banking sector, integration has increased the competitive pressure, and this is also the driving force for domestic banks to move strongly. These challenges not only require each bank to find solutions to attract, retain customers and especially to make good relationship with loyal customers groups, but also the banking industry needs have development orientations in the short, medium and long - term, including orientation to develop credit service.
This article is based on the development trend of credit services in global and in Vietnam recently to set the direction of orientations to develop credit service of Vietnam commercial banking system to 2020.

INTRODUCTION *
In the current period, the banking industry is facing a market that is rapidly changing; new technologies are being introduced; there is fear of economic uncertainties, fierce competition and more demanding customers, also the changing climate has presented an unparalleled set of challenges [9]. These transformations not only requires banks to find solutions to attract, retain customers and especially to make good relationships with loyal customer groups, but also the banking industry needs development orientations in the short, medium and long term, including orientation to develop credit service.
World Bank Group publics The little Data book on Financial Development [11] and Global Financial Development Report: Long- Term Finance [12] every year and shows financial system characteristics for 202 economies. The database includes measures of (1) size of financial institutions and markets (financial depth), (2) degree to which individuals can and do use financial services (access), (3) efficiency of financial

intermediaries and markets in intermediating resources and facilitating financial transactions (efficiency), and (4) stability of financial institutions and markets (stability), these figure can help business and researchers analyse the changes in global financial market.
In Vietnam, Nguyen Hong Son et. al. have done many researches on effect of Vietnam restructuring the system of credit institutions during 2011 – 2015 [1], [2], [3]. Nguyen Thi Kim Thanh (2015) also built “development orientation of the banking sector to 2020” by analyzing the inevitable development trends;
the desire to achieve and the ability to achieve of the banking system [4].
To make more detail orientation to develop credit service of Vietnam commercial banking system to 2020, this article focuses on analyzing situation of Vietnam banking credit services development, global developing trends of banking sector and orientation to develop banking systerm of State Bank of Vietnam to 2020.
SITUATION OF VIETNAM BANKING CREDIT SERVICES DEVELOPMENT Like other countries in the Southeast Asia region, such as Thailand, Malaysia, Vietnam

is a country where banking is still a key player in providing and allocating capital to the economy. While the share of private sector bank credit in relation to GDP of World and East Asian and Pacific countries, as well as of lower middle income countries are around 40%, this rate in Southeast Asia is around 100%.

The figure 1 also shows that banking sector plays an important role in supplying loan for firm in Vietnam, Thailand and Malaysia (The firms with bank loan/line of credit are 49,9%;
72,5%; 40,8%).
This demonstrates the great role that the banking sector has in the economies of these countries, including Vietnam.
Credit in the first months of Vietnam in 2015 no longer conveyed the negative growth as some years ago and had positive growth within January and February, 2015. Faced with increasing demand for credit, from mid 2015, the State Bank has increased the credit growth limit for banks up to 30%-36% based on evaluating the financial situation and ability to develop healthy credit [13].
Credit structure continues transforming positively, focusing on production and business sectors, including the priority areas of the state. Loans to the agricultural sector and rural areas increased by 11%, loans to the enterprise in the field of technology applications increased by 45.13%, the lending in priority development industry sector rose
9.72%, and loans to SMEs has increased by 6.13% compared to 2014.

The period of 2011-2015 is considered to be the booming time of various types of products, services and sales channels in the banking industry. In addition to traditional payment services such as collection orders, payment authorizations, new payment facilities and payment services based on modern technology have also been developed in a diversified and gradually into life as Bank Cards, Internet Banking, Mobile Banking, SMS Banking, Home Banking, E-wallet ...
Credit channels and credit products such as lending, guarantee, discount, factoring as well as lending methods have also been developed and become the main channels for mobilizing and allocating finance resources for the economy.
ORIENTATION TO DEVELOP CREDIT SERVICE OF VIETNAM COMMERCIAL BANKING SYSTEM
Global developing trends of banking sector Private sector credit plays an important role Private sector credit is the lifeblood of global business, enabling companies to invest for the future, growing organically or through acquisitions, or managing on-going peaks and troughs in revenue flow. When supply dries up, many countries around the world have seen in the aftermath of the financial crisis, the impact can be severe, particularly for smaller businesses.

239 Digital innovation in banking offers
As the competition from fintech and neo-banks is increasing, banks are leveraging digital technologies to enhance customer experience by providing personalized services - anytime, anywhere, and with any devices.

Banks are focusing on financial inclusion and Awareness for business growth and customer engagement
Financial inclusion and financial awareness can provide banks the opportunities to increase their business and create a sustainable framework to assist customers to meet their financial goals and also enhance customer engagement in the process.

Orientation to develop credit services of State Bank of Vietnam to 2020

discipline and market principles in banking sector through the application of
"international rules and standards on banking activities", and one of them was Basel II capital Treaty [6].
Orientations to developing the state-owned commercial banks (SOCBs) and joint stock commercial banks JSCBs
Having the dominant role in banking system, the SOCBs and commercial banks with controlling share of the State will become very important in terms of operation scale, financial, technological, management capacityand business efficiency. The SOCBs, together with the domestic JSCBs, will be the key members in Vietnam’s banking system.
The foreign and other non-bank credit institutions only contribute to the safe and effective development of Vietnam’s banking system. The competitiveness of Vietnam’s commercial banks will be improved, in terms of service quality and strong trademarks.
The comprehensive restructure of commercial banks will be continued in accordance with the Proposal to restructure the SOCBs and the Proposal to Strengthening and Improving JSCBs. The followings are specifically the details:
Strengthen institutional capacity (restructuring the organization and operation)
Restructuring the organization structure of commercial bank, from central to local level, to improve economic efficiency and support socio-economic development, which is consistent with the trend in technological development, business strategy of the commercial banks. The function-and administrative geography-based organization structure will be replaced with the client- based structure in combination with the service groups;
Strengthen the financial capacity (financial restructuring)
Financial capacity of the commercial banks should be made healthy and quickly and
fundamentally improved to meet the requirements of scale and quality while improving the competitiveness of their services [10].
Orientation to develop the banking services Developing a diversified system of banking services, with multiple applications, to meet the demand of the economy on the basis of improving quality and efficiency of traditional banking services [5]. Special attention should be paid to mobilization of funds, credits, payment and foreign exchanges. Simultaneously, modern banking - financial services, and those with high technological content should be quickly approached. The need for banking services in accelerating industrialization, modernization of the economy, in agricultural and rural development, in shifting economic structure, and promoting rapid economic growth should be fully satisfied. The diversified banking services should be well-connected, while new services of international standards can be supplied at reasonable prices [7].
The competitiveness of Vietnam’s credit institutions should be strengthened. This can be done by promoting market principle, transparency, reducing subsidies and prohibiting monopolies, so as to gradually develop a clear, competitive, safe and efficient market for banking services.
Accessing to such market by organizations, individuals should not be restricted, while access of those with sufficient capacity should be facilitated. The market entry should be liberalized. The credit institutions should be encouraged to compete in service quality, technology, reputation, trade mark, rather than mainly in price and expanding the subsidiary network. By 2020, Vietnam will try to develop banking services with comparable diversity, quality and competitiveness (in some services) with those in the ASEAN.
Applying the National GGAP for the Period of 2014-2020, on March 24th 2014, the State

Directive No.03/CT-NHNN to promote the green credit growth and manage the environmental and social risks in credit granting activities.
CONCLUSION
Basing on the analysing global developing trend of banking credit sector and credit service development orientation of Vietnam banking system to 2020, author want to supply the policymakers, researchers with useful informations in growing a policy system that promotes development banking services for strengthen competitive capacity of the Vietnam banking industry to 2020. The main sugession for develop banking credit services are:
Develop both state-owned commercial banks and joint stock commercial banks
Enhance the leading role of state-owned commercial banks; ensure that state-owned commercial banks are the flagship of the system of credit institutions with large scales, safe and efficient operation, well managed, and capable of competing at home and internationally while private bank as joint stock commercial banks need more chances and fairly condition to develop.
Develop sustainable digital banking system At the Vietnam Retail Banking Forum 2016 held on December 1 in Ho Chi Minh City by the Vietnam Banks Association (VNBA) and International Data Group (IDG ASEAN), experts in the banking industry identified sustainable digital banking as a solution to raise the level of customers' interests and promote the development of retail banking in Vietnam. This orientation coincides with the global trends of developing credit services.
Develop more banking credit services
Credit institutions need to improve their financial resources, strongly prioritizing investment in the development of information technology system in order to develop their electronic products and expand their sales
channels via the Internet, Mobile banking, and social networks to improve access to banking services of people in rural, remote and isolated areas. At the same time, they should also have a clear strategy of financial education for the people and firms to increase their business and create a sustainable framework.

Từ đầu những năm 90, việc tham gia vào các tổ chức kinh tế thế giới: Hiệp hội các quốc gia Đông Nam Á, Diễn đàn Hợp tác Kinh tế Châu Á - Thái Bình Dương, Diễn đàn Hợp tác Á - Âu và Tổ chức Thương mại Thế giới đã mang lại nhiều cơ hội và thách thức cho sự phát triển kinh tế của Việt Nam. Trong lĩnh vực ngân hàng, hội nhập đã làm tăng sức ép cạnh tranh, và đây cũng là động lực thúc đẩy các ngân hàng trong nước thay đổi nhanh chóng. Những thách thức này không chỉ yêu cầu từng ngân hàng tìm ra các giải pháp để thu hút, giữ chân khách hàng và đặc biệt quan hệ tốt với các nhóm khách hàng trung thành mà còn yêu cầu ngành ngân hàng có định hướng phát triển trong ngắn, trung và dài hạn, bao gồm định hướng phát triển dịch vụ tín dụng. Bài báo này dựa trên phân tích xu hướng phát triển gần đây của các dịch vụ tín dụng trên toàn cầu và tại Việt Nam nhằm xây dựng định hướng phát triển dịch vụ tín dụng của hệ thống ngân hàng thương mại Việt Nam đến năm 2020.
