Summary of new conclusions of the PhD thesis

1. Thesis: “Improving the financial allocation and utilization mechanism for capital investing in state-owned secondary education’s infrastructure in Vietnam”.

4. Scientific supervisors:

5. New conclusions of the of the thesis:

(1). Develop and clarify rationale of Finance allocation and utilization mechanism for capital investing in state-owned secondary education’s infrastructure; analyze factors affecting this mechanism.

(2). Research and summarize exprience of Finance allocation and utilization mechanism for capital investing in secondary education’s infrastructure in several countries around the world and draw the lessons for Vietnam.

(3). Deeply analyze the current status of Finance allocation and utilization mechanism for capital investing in secondary education’s infrastructure in Vietnam.

(4). Raise opinions and recommendations of 4 groups of solution so as to complete the Finance allocation and utilization mechanism for capital investing in state-owned secondary education’s infrastructure in Vietnam in the future, in details:

- Improving the institution of Finance allocation and utilization for capital investing in state-owned secondary education’s infrastructure, focusing on: (i) developing and completing criteria and norm system of finance allocation to investment; (ii) completing regulations on empowerment of investment finance management, especially project appraisal and approval; (iii) implementing methods to budget and allocate investment finance into tasks, outputs oriented by results and effectiveness; (iv) implementing medium- term finance projections in developing, allocating, utilizing investment finance; (v) develop evaluation criteria system for investment effectiveness.

- Restructure catergorized finance allocation for capital investing in state-owned secondary education’s infrastructure based on criteria to identify investment priority.

- Improve capacity for officers managing finance invested in state-owned secondary education’s infrastructure.

- Enhance finance publicity, transparency associated with explanation responsibity.

(5). In parallel with solution suggestion, the thesis recommends the process and conditions to adopt the solutions.
