- The thesis summed up adequately on the financial management of public universities through the analysis of the specific contents: Activities incomings and outgoings as well as the distribution of financial performance. The thesis has systematized the most adequate theoretical basis of the characteristics and principles of financial management as well as financial manage structure of public universities.

- The thesis studied financial manage experiences in Public universities around the world and draw lessons learned scientific value for Vietnam.

- Thesis deeply analyzes the current situation of financial manage experiences in Public universities as well as the implementation of practical application in operational clearance incomings and outgoings , the distribution of financial performance. On the basis of manage structures are the changes, the pilot towards financial autonomy.

Thereby making dissertation comment on parallel structures exist are to draw the strengths and weaknesses in order to gradually improve the structures to manage and improve financial management practices in the field.

- The thesis has launched educational orientation period 2016-2020, the management views financial innovation of public universities in Vietnam. The thesis outlined 3 solutions including specific measures in order to improve financial management for public universities under the Ministry of Education and Training.
