SUMMARY OF NEW CONCLUSIONS OF THE DOCTORAL THESIS

1. PhD thesis topic: Financial management of the public universities under Ministry of Finance

4. Instructor: Assoc. Prof., Dr. Tran Xuan Hai 6. The new conclusions of the thesis:

* From theoretical aspect:

Firstly, the author has summarized, analyzed and developed to furthermore clarify the fundamentals about: higher education, public higher education, financial management and financial management of public higher education institutions; role and position (or the system of rights and benefits) of the participants who involve in financial management activities of the public universities.

Secondly, the author has proposed some evaluative criteria for financial management process at the public universities in order to analyze and determine the economic status, effectiveness and efficiency of the financial management process of the public universities.

Thirdly, the author has examined and concluded certain empirical lessons about financial management for the public universities in Vietnam, and universities under Ministry of Finance.

* From practical aspect:

Firstly, the author has analyzed and assessed indepth the state of financial management of the public universities under Ministry of Finance in the period of 2013-2018 from the perspective of the governing agency and its affiliated public universities which take part in operating the financial mechanism. Thereby, the author has cited and pointed out the results and limitations in the financial management process for public universities under Ministry of Finance, and the causes of these limitations.

Secondly, the author has proposed (i) a system of view points, principles and 04 groups of solutions for the financial management process of the public universities, (ii) the prerequisites for the implementation of these solutions.

Thereby, the author expects the findings contribute to strengthening the financial management of the public universities in Vietnam in the years to come./.
