5. New conclusions of the thesis 5.1. Regarding the theoretical aspect
The thesis has systematized, analyzed, clarified and supplemented theories on financial management at public universities in the condition of implementing the financial autonomy mechanism: (i) Systematizing, analyzing and clarifying concepts, objectives, contents, and financial management tools at public universities. At the same time, clarifying the concepts and contents of the financial autonomy mechanism;
supplementing the theory of the impact of the financial autonomy mechanism on financial management at public universities; (ii) Clarifying the theory of factors affecting financial management at public universities in the condition of implementing the financial autonomy mechanism; (iii) Systematizing, analyzing and clarifying financial management experiences at universities in the United States, Japan, and South Korea to draw lessons learned that can be applied at public public universities under Ministry of Industry and Trade in the context of implementing financial autonomy mechanism.
5.2. Regarding the practical aspect
- The thesis has summarized, analyzed and clarified the operating results of public universities directly under the Ministry of Industry and Trade in the context of implementing university autonomy, thereby pointing out the specific characteristics of public universities directly under the Ministry of Industry and Trade.
- Through the survey results, comprehensively evaluating the current state of financial management at public universities directly under the Ministry of Industry and Trade with rich, updated data, clear citations, appropriate research methods with high reliability, the thesis has provided the achieved results, limitations, shortcomings and pointed out the causes of the limitations and shortcomings..
- The thesis has analyzed and clarified the domestic and international context, viewpoints and orientations for innovation and development of Vietnamese higher education in the coming time.
- Based on the research results and regulations of the Party and the State, especially the Law amending and supplementing a number of articles of the Law on Higher Education dated November 19, 2018, the thesis has proposed 06 groups of solutions with many specific solutions, suitable with theoretical and practical basis, highly capable of being applied in the practice.
